This feature should prevent an user from unpinning their CID, this can be useful in some situations.

This can be associated with the automatic pin expiracy.

There will be some thinking required to deal with user account deletion, that will depend how the service is use. Both cases are valid: remove the immutable pins as the user is leaving, keep the pinning and honor the immutable "contract"
